LOWE, Judge.

A “[c]hild in need of assistance” is one who is not receiving ordinary and proper care and attention and whose parents are unwilling or unable to so provide the child and his problems. Md.Cts. & Jud.Proc.Code Ann. § 3-801(e). Although the statute provides the measure by which a judge must determine whether a child is receiving such care and attention, Cts. & Jud.Proc. § 3-819(d), 1 the juvenile causes subtitle does not suggest what is proper or what is ordinary. Presumably, the judge is expected to make that determination evidentially and empirically.
