MEMORANDUM OPINION AND ORDER

HADEN, Chief Judge.

The Plaintiffs in this action seek to recover monetary damages against the United States, pursuant to the Federal Tort Claims Act, 28 U.S.C. § 2671, et seq., and the National Swine Flu Immunization Program of 1976, 42 U.S.C. § 247b(j), et seq. Prior to the trial of this action, the parties stipulated that the Plaintiff, Kathryn Sulesky, had contracted Gullian-Barre Syndrome [GBS] after she received a swine flu shot in 1976.
