OPINION

LEDERBERG, Justice.

This case came before the Supreme Court on cross petitions for certiorari following a decision by the Appellate Division of the Workers’ Compensation Court (Appellate Division). Howard Lambert (Lambert), a past employee of Stanley Bostiteh, Inc. (Stanley Bostitch), alleged a work-related injury and sought workers’ compensation benefits. After a trial judge denied and dismissed Lambert’s claim, the Appellate Division reversed and awarded partial benefits.
