SIMANDLE, District Judge:

Presently before the court are the motions of defendant Township of Gloucester and the defendant Operators1 for partial summary judgment, seeking to dismiss the various lien claims made against them herein by the plaintiff, New Jersey Department of Environmental Protection and Energy (“NJDEPE”) under the Sanitary Landfill Facility Closure and Contingency Fund Act, N.J.S.A. 13:1E-100, et seq.
