To the Honorable the Senate of the Commonwealth of Massachusetts:

The Justices of the Supreme Judicial Court respectfully submit these answers to the questions set forth in an order adopted by the Senate on March 30, 1949, and transmitted to the Justices on April 1. A copy of the order, to which is annexed a message from His Excellency the Governor (Senate, No. 581) containing a proposed bill, is hereto attached.
