*717Iowa inmate Mark Bitzan appeals following the district court's grant of summary judgment for defendants on his claims under 42 U.S.C. § 1983 and the Religious Land Use and Institutionalized Persons Act (RLUIPA). For the reasons stated below, we affirm in part, reverse in part, and remand the case for further proceedings.
