This matter is before us on a CR 65.07 motion of the Department for Natural Resources and Environmental Protection to dissolve a temporary injunction entered on February 2, 1979 by the Pike Circuit Court. The principal issue is whether the court had *746jurisdiction to issue a temporary injunction prohibiting movant from holding an administrative hearing. We hold that the court lacked jurisdiction to issue the injunction.
