At approximately 5:15 p.m. on August 10, 1989, an informant working with the Drug Enforcement Administration called the United States Attorney’s office in New Orleans and reported that two men had offered to sell him cocaine. The informant, who was not a New Orleans resident, had been taken by one of his contacts to a private residence and shown cocaine, but could not recall the name of the street, although he remembered the numbers “853” over the door. He did not know the full names of the sellers, but did have a pager number. The sellers had given him twenty minutes…
