OPINION

MEYER, Justice.

This case presents the question of whether Minnesota’s “seat belt gag rule,” Minn.Stat. § 169.685, subd. 4(a) (2006), permits an action to be brought against a child’s parents for negligent installation and maintenance of a child passenger restraint system. The district court allowed the child’s action to proceed, concluding that the child’s action fell within an exception to the seat belt gag rule that permits evidence of seat belt or car seat use in “an action for damages arising out of an incident that involves a defectively designed, manufactured, installed, or…
