On March 6, 1925, the city of St. Paul appealed to the Ramsey district court from an “order of the Railroad and Warehouse Commission, filed March 6, 1925, finding that the fair value of the property of the St. Paul City Railway Company, for rate making purposes is the sum of fifteen million nine hundred ninety-eight thousand eight hundred forty-nine and 16/100 ($15,998,849.16) dollars.” This finding was made in a proceeding pending before the commission under L. 1921, p. 328, c. 278, for fixing the passenger rates of the street railway.
