Plaintiff Martin Bombard brings this action claiming that Burlington Police Officer Richard Volp’s use of a Taser1 constituted excessive force. Defendants Volp, the Burlington Police Department (“BPD”), and the City of Burlington have moved for summary judgment and, in the event summary judgment is not granted, to bifurcate the trial.
