On November 3, 1959, at the time of the general election a special referendum election was held pursuant to Title 15, chapter 19.1, 1960 Cum. Supp., Code 1950, which submitted to the qualified voters of Fairfax county a proposal for borrowing money and issuing bonds of Fairfax county in the amount of $4,800,000 “for the acquisition of land in the County and the improvement and equipment thereof for recreational facilities, comprising public parks, playgrounds and recreation centers, including the construction of necessary buildings and…
