Plaintiffs Paul and Ruby Jensen brought this action against the United States (“the Government”) alleging that it improperly denied their claim for homeowner relocation benefits under the Uniform Relocation Assistance and Real Property Acquisition Policies Act, 42 U.S.C. § 4601 et seq. (“URA” or “the Act”). The Government, after acquir ing plaintiffs’ property for use in a major public works project, awarded plaintiffs only the limited tenant relocation benefits available under URA section 204, 42 U.S.C. § 4624.
