This matter is before the court on defendant’s motion to dismiss, or in the alternative, for summary judgment. Plaintiff is Allan Falk, a licensed Michigan attorney. Defendant is the State Bar of Michigan. Plaintiff brings suit under 42 U.S.C. § 1983 1 for deprivation of his rights under the First Amendment to the United States Constitution.
