MEMORANDUM AND ORDER

In a prior memorandum order in this case this Court observed that “[t]his school desegregation action is truly a case of first impression.” School District of Kansas City v. Missouri, 460 F.Supp. 421, 426 (W.D.Mo. 1978), appeal dismissed, 592 F.2d 493 (8th Cir. 1979) (footnote omitted).
