I am writing in response to your request for my opinion on various questions arising from the following reported facts:
The Walton Arts Center in Fayetteville was a joint project of the University of Arkansas and the City of Fayetteville. The City of Fayetteville used bond proceeds backed by its portion of the County Sales Tax in 1986 while the U of A used a Walton Family gift.
