Plaintiffs appeal from the entry of summary judgment in favor of the defendants in two companion cases alleging claims under 42 U.S.C. § 1983 and seeking declaratory judgment.1 The claims arose out of the struggle between plaintiffs, who engaged in the business of selling fireworks, and the various defendants involved in attempts to enforce Michigan’s restrictions on the possession and sale of fireworks over the course of several fireworks seasons.
