Appellant, the Health Care Financing Administration (“HCFA”) of the United States Department of Health and Human Services, 1 appeals from the August 6, 1985 decision of Judge Prudence Abram of the United States Bankruptcy Court and a series of orders issued pursuant to that decision dated August 8, 21, and 23, 1985. Judge Abram ordered disbursement of $406,800 in Medicare Trust funds to appel-lee, Carl H. Neuman d/b/a Lydia E.
