I. INTRODUCTION

Plaintiff J.S. (“plaintiff’), by his parent Y.S., brings suit against defendant North Colonie Central School District (“defendant”). Plaintiff challenges the decision of a State Review Officer (“SRO”) to uphold in part and annul in part the prior determination of an Impartial Hearing Officer (“IHO”) pursuant to the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1415(i)(2).
