POLITZ, Chief Judge:

The United States appeals the bench trial judgment finding it liable for personal injury and property damages incurred by Bram C. Coumou. We conclude that the district court improperly predicated liability on the federal extradition statutes, 18 U.S.C. § 3181 et seq., and the Maritime Drug Law Enforcement Act, 46 U.S.CApp. § 1903. It remains for resolution, however, whether the government engaged in negligent conduct that is subject to the waiver of sovereign immunity contained in the Public Vessels Act, 46 U.S.C.App. § 781 et seq.
