OPINION

RANSOM, Justice.

Broom Transportation, Inc. and Hughes Services, Inc. jointly petitioned the State Corporation Commission for the transfer to Hughes of Broom’s certificate of public convenience and necessity for the transportation of water and oil field supplies and equipment. AA Oilfield Service, Inc. and other common carriers (collectively, “AA Oilfield”) opposed this transfer and petitioned the Commission to revoke or cancel Broom’s certificate.
