Granting in Part and Denying in Part Defendant’s Motion for Partial Dismissal

This matter is before the Court on a motion for partial dismissal by Defendant, the United States Commission on International Religious Freedom (hereinafter “USCIRF”). See Def.’s Mot., Dkt. #9.
