Appeal from a decision of the Unemployment Insurance Appeal Board, filed March 27, 1980, which affirmed the decision of an Administrative Law Judge sustaining initial determinations of the Industrial Commissioner ruling claimants eligible to receive benefits without disqualifying conditions. All eight claimants involved in this appeal *950were employed by the City of New York as school crossing guards.
