In August 1987, the Ethics in Government Act (L 1987, ch 813) (hereinafter the Act) was enacted "[t]o enhance public trust and confidence in our governmental institutions [by strengthening] prohibitions against behavior which may permit or appear to permit undue influence or conflicts of interest” (Governor’s Program Bill mem, Governor’s Bill Jacket, L 1987, ch 813).
