MEMORANDUM OPINION AND ORDER

Plaintiff Fairhurst Family Association, LLC seeks a declaration confirming its right of access to certain properties via an alleged public road and right-of-way across federal land administered by Defendant United States Forest Service. Plaintiff alleges this court has jurisdiction to decide this claim pursuant to the Quiet Title Act (QTA or Act), 28 U.S.C. § 2409a, and 28 U.S.C. § 1346(f).
