The predecessor in interest of the respondent, being the owner of land in Spartanburg County adjacent to a driveway claimed to be the property of the city and admittedly under the city’s control, located outside-of the city limits, constructed at his own expense a private sewer line under the driveway to connect the property in question with the city sewer line.
