Appellant, The Goodyear Tire and Rubber Company, filed a petition for a declaratory judgment in the circuit court of St. Clair County, naming as defendants in the proceeding the members and clerk of the St. Clair County board of assessors, the members of the St. Clair County board of review, the collector and former town collector of Canteen Township, St. Clair County, and the county collector of St. Clair County.
