WILLIAMS, Circuit Judge.

Stroman Realty, a national timeshare brokerage company, was notified by the Illinois Department of Financial and Professional Regulation that it had been conducting unlicensed brokerage activities that involved Illinois residents and property as well as timeshare developers that had offices in the state. Stroman continued its activities, against the Department’s instructions, and filed for injunctive relief in federal court from the Department’s enforcement of its regulations.
