These six appeals grow out of two ordinances of the City of Philadelphia, (December 31, 1931 and January 16, 1933), adopting a financial program for the City for the years 1932 and 1933, respectively, which were considered by us in Taylor v. Phila., 126 Pa. Superior Ct. 196, 190 A. 663, (affirmed in 328 Pa. 383, 196 A. 64), and Patton v. Phila., 126 Pa. Superior Ct. 212, 190 A. 670.
