OPINION
HORN, Judge.
This case concerns a lease between the plaintiffs and the United States Postal Service (USPS) for rent on a building previously used as a post office in Abbeville, South Carolina. The plaintiffs allege breach of contract, waste, and negligence. The plaintiffs claim that the government breached the terms of the lease agreement by removing and subsequently failing to replace gutters and downspouts on the plaintiffs’ building rented by the USPS, thereby causing damage to the plaintiffs’ building, and by failing to pay rent for the duration of the contract.
