This case raises an issue of the statutory protest authority of the General Ser vices Board of Contract Appeals (GSBCA) under the Brooks Act, 40 U.S.C. § 759, as amended by the Competition in Contracting Act, Pub.L. 98-369 (CICA), now 40 U.S.C. § 759(h).
