Broughton Lumber Company appeals from the order of the district court, Broughton Lumber Co. v. Yeutter, Civ. No. 89-824-MA (D.Ore. August 1, 1989) (Marsh, J.), transferring its action to the United States Claims Court pursuant to 28 U.S.C. § 1631 (1988).
