This case concerns a suit seeking to enjoin the enforcement of a conditional use permit issued by a western Minnesota county. Plaintiff is a pipeline company which has been granted a certificate of public convenience and necessity for the construction of a portion of the eastern leg of the Alaska Natural Gas Transportation System. Defendant is a county in western Minnesota through which the pipeline will pass.
