The plaintiff is a citizen and taxpayer of the city of Goldsboro, and brings this action to enjoin and restrain the city authorities from paying the defendant, The Goldsboro Water Company, $1,395, this being the semiannual rental for water supplies furnished the city of Golds-boro by said water company, which the plaintiff alleges that the defendant city of Goldsboro is about toi do.
