On November 6, 1986, a Du Page County grand jury returned a 12-count indictment charging defendant, Lawrence Stefan (Stefan), and L & S Industries, Inc., with violations of the Environmental Protection Act (the Act) (Ill. Rev. Stat. 1985, ch. 111½, par. 1001 et seq.) for criminal disposal of hazardous wastes, reckless disposal of hazardous wastes, and unauthorized use of hazardous wastes within the Village of Addison, Illinois.
