FINDINGS OF FACT AND CONCLUSIONS OF LAW

MOTLEY, District Judge.

I. INTRODUCTION

This action is now before the court as the result of a contempt motion made by the plaintiff, United States of America, pursuant to Rule 43 of the Civil Rules of this court. 1 The contempt motion seeks to hold the defendant, Westchester County (the “County”), in contempt for failure to comply with its obligations set forth in the Consent Decree entered by this court in December 1975.
