MEMORANDUM OPINION

MYRON H. THOMPSON, District Judge.

Plaintiff Elizabeth Dole, Secretary of Labor, brings this action pursuant to the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA), 29 U.S.C.A. §§ 401 et seq. The Secretary charges defendant Local Union 317, National Post Office Mail Handlers, Watchmen, Messengers and Group Leaders Division of the Laborers’ International Union of North America, AFL-CIO, with violations of § 481(c) and (e) in the conduct of its election of officers in 1987. The Secretary asks this court to declare that the 1987 officers election as discussed below…
