This lawsuit challenges the constitutionality of the procedures used by the Alabama Department of Mental Health to re-confine individuals who have been conditionally released from state mental hospitals after initial civil involuntary commitments. The action is now before the court on the May 14, 1986, motion for an award of attorney fees and expenses filed by plaintiff Leroy Birl.
