LAVORATO, Justice.
In this law action, the district court concluded a zoning amendment that down-zoned undeveloped property was valid. The property owners appealed. We transferred the case to the court of appeals, which reversed. Because we think the district court was right, we vacate the decision of the court of appeals and affirm the judgment of the district court.
