CHÁVEZ, Justice.
{1} Socorro Taxi Inc., d/b/a American Transportation, (“American”) is an intrastate motor carrier of persons in New Mexico. In July 2004, American filed an application with the Public Regulation Commission (“PRC”) for a permit to provide non-emergency medical transport services throughout New Mexico under a contract with the New Mexico Human Services Department.
