This case is before me by virtue of the reversal and remand by the U.S. Supreme Court (Clayton Chemical & Packaging Co. v. United States, 383 U.S. 821 (1966)), of the decision by the Court of Customs and Patent Appeals (United States v. Clayton Chemical & Packaging Company, 52 CCPA 111, C.A.D. 867 (1965)), which in turn was a reversal of the decision by the Second Division of this court (United States v.
