*719 In the second appearance of this case before this Court, Jean Browning appeals the grant of summary judgment on the basis of sovereign immunity to the Rabun County Board of Commissioners ("the Appellee") in the Appellant's breach of contract suit. The suit asserted that the Appellee had failed to pay life insurance benefits to which she was entitled after the death of her husband, Timothy Browning ("Mr. Browning").
