HALBROOKS, Judge.
Appellants Alec G. Olson and Butter-worth Limited Partnership challenge the district court’s dismissal based on lack of standing. Appellants sought declarative and injunctive relief against respondents State of Minnesota; Matthew Kramer, Commissioner of the Minnesota Department of Employment and Economic Development; and Daniel A. Salomone, Commissioner of the Minnesota Department of Revenue, seeking to bar respondents from acting as authorized by the Job Opportunity Building Zone Program and the Biotechnology and Health Sciences Industry Zone Program.
