Plaintiff, Bend-Portland Truck Service, Inc., appeals from an adverse ruling by the Circuit Court for Marion County in a proceeding brought under OBS 756.580 which permits suits to vacate administrative orders of the Public Utilities Commissioner. Intervenors are present in the record, but their interest will be merged with that of The defendant commissioner herein.
