This is an appeal by the plaintiffs from a decree of the circuit court which dismissed their complaint. The latter was filed under the provisions of § § 113-151 and 115-531, O. C. L. A. It challenged orders entered November 5 and December 17, 1942, by the public utilities commissioner. The second order was merely an affirmance, upon rehearing, of the first; hence, when we hereafter speak of “the order” we mean both.
