A Joint Board or Commission (“Joint Board”) and North East Community Action Board (“NECAC”) appeal from a judgment of the trial court sustaining St. Charles County’s motion for summary judgment. First, NECAC claims that the trial court erred in entering judgment in favor of St. Charles County because the St. Charles County Cooperative Agreement (“Agreement”) executed on October 24, 1978 was valid and enforceable.
