Before the Court are the defendants’ two motions: 1) defendant, Gregory Tweed’s, motion for partial summary judgment on the plaintiffs Section 1983 claims; and 2) a motion for partial summary judgment on the constitutionality of certain Louisiana Rules of Professional Conduct brought by all defendants, Gregory Tweed; the Louisiana Attorney Disciplinary Board (LADB); R.
