BRIEANT, District Judge:

Appellants (hereinafter “the Board of Regents” or “the Regents”) seek to review a final judgment of the United States District Court for the Northern District of New York, James T. Foley, Chief Judge, which declared the Regents had violated plaintiff-appellee’s civil rights.
