The city of Chicago filed a petition in the county court of Cook county praying that a special assessment might be levied upon property which would be benefited by the construction of a street improvement in accordance with the provisions of an ordinance therefor attached to the petition, and for the ascertainment of the just compensation to be made for private property to be taken or damaged for such improvement.
