MEMORANDUM ORDER
CANCIO, Chief Judge.
This is a civil action instituted by the Commonwealth of Puerto Rico against the defendants herein seeking relief for an alleged misdelivery of 63 trailer loads of food shipped by the United States government and consigned to the Department of Social Services of the Commonwealth of Puerto Rico, carried by sea on codefendant’s, Sea-Land Service, Inc., vessels under a bill of lading contract from a port in the continental United States to San Juan, Puerto Rico.
